Mencher, Bruce S.

Appointed: October 14, 1975

Mr. Mencher was born in Washington, D.C. He received his B.A. from George

Washington University and his J.D. with honors from that University in 1960. He was

admitted to the District of Columbia Bar the same year and practiced before the United

States Supreme Court in 1963.

While at the George Washington University Law School, Mr. Mencher joined Phi

Delta Phi legal fraternity and was Assistant Research Editor of the George Washington Law

Review, 1959-60. Bruce Mencher was wit the General Counsel’s Office of the United

States Department of Agriculture (Honors Program), 1960-61. He was Assistant

Corporation Counsel for the District of Columbia, 1961-1967. Mr. Mencher was with the

Agency for International Development, Department of State, 1967-1969. From 1969 to

the present, he has been a partner in the law firm of Wilkes and Artis.

Mr. Mencher is a member of the District of Columbia Bar, the Bar Association of the

District of Columbia-Board of Directors, 1975. He belongs to the American Bar Association,

The Barristers, the George Washington Law Association-District of Columbia Chapter

(Second Vice President, 1975), District of Columbia Barrister Inn of the International Legal

Fraternity-Phi Delta Phi (President, 1974-75). Mr. Mencher was the recipient of the Alumni

Service Award from the George Washington University on June 1, 1975.
